The graph is built directly from each employee's own skills list in their Enterprise Profile -- editable by them, not a separate skills-entry step someone else maintains.
Each employee's hours logged in the last 7 days (from real TimeLog rows) is shown alongside their skills -- there's no fabricated 1-5 "rating" or invented "capacity hours available" figure, since neither exists anywhere in the data.
Skills are grouped with the people who have them, sorted for a manager to scan when deciding who to staff onto new work.
